Phillip Lewis, PE
Owner and President
I have extensive experience in structural and civil engineering, having been responsible for the design and preparation of plans and specifications for a wide variety of projects, including commercial, residential, educational, institutional, and military facilities. My work has ranged from multi-million dollar homes to multi-story steel and mixed-use buildings, where I completed all structural analysis and design from foundation through superstructure. In addition, I have led site civil design efforts for grading, drainage, utilities, roadways, parking, and stormwater systems, including large subdivision developments. My responsibilities have included evaluating topographic and geotechnical data, designing pipelines and treatment systems, determining structural loads, and coordinating with multidisciplinary teams to produce complete construction documents.
Since 2000, I have served as Owner and President of Phillip Lewis Engineering, following earlier roles as a Project Engineer with the United States Army Corps of Engineers and McClelland Consulting Engineers. Throughout my career, I have designed and managed numerous water and wastewater systems, transportation infrastructure, and military and municipal projects, while also performing value engineering studies, cost estimating, and structural assessments. I have provided construction administration services including site inspections, contractor coordination, and resolving field issues during construction. I hold a Bachelor of Science in Civil Engineering from the University of Arkansas and have consistently applied my experience to ensure projects are both technically sound and economically feasible.


Garrett Rich
Civil Team Lead and Project Engineer
Garrett has over 10 years of professional experience in structural and civil engineering, having been responsible for the design and preparation of plans and specifications for a wide variety of civil projects. His work has ranged from varying size single use commercial projects to large residential and commercial subdivisions. In addition, he has completed civil design for grading, drainage, utilities, roadways, parking, detention, water quality standards,and stormwater systems. Garrett's responsibilities have included evaluating topographic and geotechnical data, designing site and drainage plans that not only meet local standards, but satisfy specific budget and design requirements for clients.
Garrett joined Phillip Lewis Engineering in 2015 while completing his Bachelor's of Science in Mechanical Engineering Technology from the University of Arkansas at Little Rock. Over the years he has become proficient is civil site design and stormwater analysis. He now serves as a lead civil designer and civil team lead.

Civil Project Engineer
Tyler graduated from the University of Arkansas at Little Rock
with a Bachelor’s of Science in Mechanical Engineering Technology. He gained 5 years of experience as an Energy Engineer after graduating in 2018. As an Energy Engineer he helped customers analyze energy usage and implement energy efficient reduction measures. He has been with Phillip Lewis Engineering for 4 years as a Civil Project Engineer.
His work at PLE consists of completing civil construction plans for grading, drainage, utilities, roadways, parking, detention, water quality standards, and stormwater systems.
